Super 17 Power Plothole?

Hell Fighter 17 at 50% ~ Base Vegeta GT So, logically, would SSJ Vegeta ~ Hell Fighter 17 at 100% because of the SSJ Multiplier? And how did Hell Fighter 17 go from Base Vegeta level to >>> a SSJ4 with only the help of Android 17, who is so vastly inferior to anyone in GT that it would take this entire post to fill it with >>>'s?

He absorbed Goku's 10x kamehameha which I'm assuming gave him a massive boost in power, as well as all the other ki blasts Goku shot at him until realizing that Super 17 was absorbing the blasts.

Chrome Favourite Manga Fullmetal Alchemist	Logically, Cell should be > Super 17, but the fact remains that Hell Fighter 17 is on par with Base Vegeta. Still....fusing with someone so weak shouldn't make him stronger than Majoob, or even a SSJ2. Fail.

Yeah Gero basically said that with the help of Muy, he had filled all the gaps in 17s original design thru H17 and that the fused 17s would be uninhibited.

In fact, it was said that too much emphasis was placed on 17's power, so he was considered a failure for not following orders. It's a plothole, like a lot of things concerning Super 17.
